Business Planning


The HPA Executive Board has established a planning cycle incorporating an annual review and update of the five year corporate plan Strategic Plan and the preparation of an annual Business Plan. These are subject to ministerial approval in the Accountability Review procedure with DH. In 2006-2007 the Balanced Scorecard approach to business planning was introduced.

Following a review of HPA strategy, the HPA Strategic Plan for 2008-2013 was produced, followed at the beginning of 2010 by the production of an overview document for 2010-2015

The current HPA Business Plan describes the Agency's goals and strategic priorities focused on delivering health protection. The primary method of delivering these is through cross organisational Programmes.

As part of the annual business planning cycle each Programme develops an Annual Business Plan with targets and key performance indicators to support the delivery of the strategic priorities. These contribute to the HPA Annual Business Plan and are in turn incorporated into individual Centre and Divisional Plans to enable provision of the appropriate allocation of staff and resources to ensure delivery.

Accountability and Reporting of Annual Targets

Reports on the progress of delivery of annual targets are prepared quarterly using the Balanced Scorecard approach. These are reviewed by the HPA Executive, the HPA Board and the Department of Health.
